Is it public domain? And why is there no zoolxbomberman crossover?

I could never get into the original Zool due to the level design and maps being far too chaotic up-close, especially with the high movement speed and enemies appearing out of nowhere. Being able to see large sections of the level at once makes the game genuinely enjoyable, as you can easily see where to go next and where the enemies are. It's like a whole new game experience!...
