Am I missing something, or did they forget to add shovels to one of the airdrops on bonus level 10 leaving the level is impossible to complete?

I have the achievement in -game for "repairing the warning system on level 1", but it will not pop in the steam achievements. You cannot get past level 1 without doing the repair. I have all other achievements but this one is not showing up.

I just played Rescue Team 8 and got stuck on 3 levels that require keeping people warm (bonfires) until they can be rescued. I failed all three levels several times but eventually completed the first two. I finally quit the game on the 3rd one (bonus level 14). I play time management games in RELAXED mode and don't want to play games that have fast game play requirements to finish. So... what I would like to know is if this game also has levels that require fast game play and will fail if certain actions ...
