Question is in the title

I am the kind of person who needs to have reasonably good single player content in fighting games. I was wondering if the fact that this game uses the vanilla AC AI (I was told it sometimes makes mistakes, such as using the old combo routes) makes the CPU opponents that much dumber / weaker or it doesn't matter much. I know AI in fighting games is generally not amazing, but I at least want it to not do very dumb sh*t. Thank you....

I have a newer PC with a 13700k CPU and the game used to work without issues up until I reinstalled Windows. Now it just tries to start and then immediately stops. I have all the possible drivers/redistributables/frameworks installed. Tested it on my old quad core i5 6600K and it works there. There seems to be some kind of hardware incompatibility....
