Is it the size of a potage stamp on a 2560x1440 monitor.? Can it be expanded to full screen, r at least 1920x1089? If so is it blocky and pixelated really badly?

I'm seeing oversized, overlapping pixelated population numbers for the cities. So large, they block out most of the city and surrounding area. I think I have some other resolution issues as well as borders and cursor alignment don't seem to align. I've tried changing my screen resolution and text size to no avail. It was suggested I try playing the game in a window, but mine is fullscreen and I can't seem to get it to open windowed. I tried Alt+Enter and all I got was a Steam error and the game persisted ...

I picked this up after hearing it plugged in Marc LeBlanc's System Shock remake streams, but when I run the tutorial the (population?) numbers on the cities are enlarged and the digits are overlapping making them more or less unreadable.
