Only reason i can recommend this game to someone is for Nostalgia or if you really want to try the early version of Just Cause. I don't mean it as a bad game.

Its a "mid" game at best. Simple story, so don't expect much. Combat is reasonable for its time and game play is mostly same and repeatable. Interestingly, enemies will get stronger as you progress. You can counter them by levelling up your allies.

There are some noticeable bugs in this game but none of them are game breaking. Don't forget to save the game between missions. I lost hours of progress after the game crash.

If you think this game looks too old for you, then you can skip to Just Cause 2. You don't really miss anything.
