mission 13, bushwhacked. reinforcements aren't spawning i can't complete the mission.

I've retried the High Chances of Demands mission over 5 times and each time it always says "Bring order to chaos: 47/48". I feel like I've ran laps around the area looking for one more person, constantly checking the map for another suspect but couldn't find anything.
