General Rules: April 2017
1.1 No exploits (see a discussion after the rules what an exploit is)
1.2 Be online in discord group chat group 10 minuttes before game start.
1.3 The games continues until one side (Axis and Allies + Comintern) have lost in the game or have surrendered. To surrender a majority of the players in one side must vote yes to surrender. UK on the allied side organize a vote for surrender, and Germany on the axis side. If the side has voted yes to surrender they must send a gm (firemind). GM will then announce in the discord channel that the game is over.
1.4 No discussion of rules and gm rulings during a session.
1.5 Game Speed:
This is a multiplayer game, absolutely NO PAUSING except before declarations of war. The game will be paused for 5 minutes maximum when a war is declared, after that, there will be zero pausing.
Speed 4 during peacetime
Speed 3 for Japanese-Chinese war
Speed 2 for war until either USSR or USA joins
Speed 1 when Germany and USSR or USA and Japan is at war
If you lag too much to able to play at these speeds, you can be asked to leave the game (Generally expect that you have to leave, but GM makes a call on the situation)

1.7: Playable countries are:
Allied: UK, USA, USSR, Canada, South Africa, Australia, Raj, New Zealand and France
Axis: Germany, Italy, Japan, Romania, Hungary, Siam, Manchuria, Mengkukuo, Bulgaria and Finland, Vichy France
War declarations and alliances
2.1: No wars until Danzig or War fired by Germany with the exception for historically accurate and focus scripted wars. Prior to taking Danzig or War, Germany must have taken MR Pact.
2.2: No Danzig or war before August 1939. So, Germany can start the Danzig or War focus at the end of May or later.
2.3: Allies may not DOW any country. Exceptions are any Axis nation except Japan, and only after Fall of France.
2.4: Countries are to join the war via being called to arms. Exceptions are Germany, Japan, USSR and USA that all have special rules.
2.5: Guarantees cannot be used on following countries before Axis-USSR war: (Denmark, Norway, Holland, Belgium, Luxembourg, Yugoslavia, Bulgaria, Greece, USSR, Siam and any nation in China).
2.6: Before Danzig or War fired by Germany AI countries cannot be invited into a faction.
2.7: USSR can, if MR Pact allows, declare war on Germany from 1. June 1941. USSR can DOW any Neutral country after it is at war with Axis, or from 1942.
2.8: USA may join the Allies and enter war if:
- Date is 1942.
- USA is attacked.
- A country in American sphere is attacked by the axis.
- Axis player start invasion plans for the British islands.
- Smolensk or Stalingrad has fallen.
- Japan is at war with the Allies or USSR.
2.9 Germany must take the focus around the Maginot line before attacking low countries (Holland, Belgium and Luxembourg) and DOW all 3 countries at the same time.
2.10 Turkey, Sweden, Switzerland, Iran and Spain must be Neutral and cannot be DOW’ed until Germany is at war with both USSR and USA.
2.11 If Finland has been human controlled, USSR may only take Karelia in winter war. Have to accept a Finnish offer for it. Finland may first join the axis after the winter war.
2.12 Germany may DOW USSR from June 1941.
2.13 Japan can take the focus for Northern Expansion or Southern Expansion after Fall of France. Japan cannot be called in to war by anyone else until 1942.
Diplomacy
3.1: No Coups on a nation that has been controlled by a human.
3.2: No Support Parties on a nation, that has been controlled by a human.
3.3: Countries must follow their historical ideology (democracy/fascist etc.)
3.4: Max of 5 (non-armour and total of 110 combat width) divs per country for volunteers in the Spanish civil war (GER/ITA/USSR)
3.5: After 80% tension max of 5 (non-armour and total of 110 combat width) divs can be sent as volunteers by each country.
3.6 Not allowed to offer military access to other countries as a human controlled nation.
Other rules:
4.1: Until France has fallen only UK can send troops to mainland Europe
4.2: All historical decisions and actions involving historical action to be kept to the historical basis
4.3: No forts above level 5
4.4: USSR must take Great purge before 1938
4.5: Japan must be at war with China from July 1937
4.6 Only Italian Axis forces in north Africa before Italy enters the war against UK.
4.7 Kamikaze rule: Only Japan may use Kamikaze, and only from airports on mainland Japan , Taiwan, Iwo Jima or Saipan.
4.8 You may only research a tech three years ahead. (so in 36 you can research a tech with the year 39)
4.9 USA can only station troops prewar on own core territory.
4.10 Germany must take Rheinland focus before 1937
4.11 Not allowed to use carrier naval bombers from land bases.
4.12 no overcrowding of carriers.
4.13 You may LL at most 20% of your monthly production or 10% of your stockpile (you can send each month but you need to update to match your current stockpile) or 200 units (each month). This restriction does not apply to master/puppet and convoys or players in a pvp war.
4.14 Navies that contain non-submarine ships cannot be set on do not engage except temporarily to give retreat order from a battle or to move them to a new location.
4.15 France may only build factories on mainland France and cannot build anything else. France can at most have 24 divisions outside mainland France. France cannot send LL to other countries until the fall of France.
4.16 The axis cannot buy resources from the USA until 1939
What is an exploit?
If you are in doubt whether something is an exploit, it most likely is. To be a bit more precise: An exploit is either something that is against the design of the game or doing something that is against the spirit of the rules.
What is against the design of the game? A good example is to disband troops that is about to be surrounded to get the manpower back. The Paradox programmers did not think people should get mp back from destroyed units, so getting it back by disbanding the troops is therefore an exploit.
What is against spirit of the rules? If you do not intentionally take Smolensk or Stalingrad to avoid triggering Rule 2.8, it is an exploit. The rules are not to be read literally, and do not cover all loopholes (the rules would have to be very long otherwise). Apply commonsense to your reading of the rules and ask whether something is in spirit of the rule.
Here is a list of known exploits (by no means all exploits)
5.1: Wars are to be conducted with the focus on winning them quickly, no delaying for game mechanic reasons
5.2: No trading unneeded resources in order to transfer civilian factories to allied nations (thereby circumventing lend-lease) or preventing the opposite faction to access those resources. Import only what you actually need
5.3: No destroying factories to prevent the enemy having them
5.4: Research bonus must be used properly on one tech only
5.5: No switching in and out maintenance companies to train divisions for free (if you add them to a template during training, you have to keep them in for the rest of the game).
5.6 Disbanding troops that is in danger of being surrounded.
5.7 Not allowed for democracies to revoke guarantees.
5.8 The phantom factory exploit
What is not considered exploits:
Getting a free doctrine research while switching tree
Rebasing aircraft all around the world (say from Germany to japan)
Free to design any type of division
