Blender is one of the best free programs to exist on the internet. You can learn as much or as little as you want, and YouTube has tons of great tutorials to help. You can get as deep into Blender as you want or learn just a little to get the basics and have a good time. I just use the Steam client to keep it updated because its just easier for me to use it as a program manager.

Blender has something built-in called grease pencil, which I recommend if you're more into the 2D stuff.
