I have a theory the reason why team fortress 2 stopped receiving updates is because of Fortnite it came out in 2017 and the last major update on team fortress 2 came out in 2017 as well meaning valve team saw Fortnite and said yeah its game over for us but that's not it.
Another game came out called Counter-Blox Valve saw that game on roblox getting popular and one of them replied with "We're screwed" and that is the reason why valorant is not receiveing anymore major updates this years
