Strategy depends entirely on you. I've wiped out higher level enemies just by using my arsenal as intelligently as I could. Surrounded by multiple cleaners, felt really good to take them down. (Doesn't apply if they're SEVERAL levels higher)

Teammates are actually pretty decent in matchmaking (in my experience, so far) not as toxic as most reviews led me to believe. It IS exhilarating to save random people regardless.

All in all a decent game, that really depends on your first impression and how you play rather than predecided opinions. (After many negative reviews I got it on sale and I'm not disappointed at all)
