Idealna dla zabicia czasu, w porównaniu do poprzednich części HoI IV jest przystępne dla początkującego gracza. Jednak uproszczenia w rozgrywce mogą odstraszyć doświadczonych graczy szczególnie przyzwyczajonych do wymagających gier Paradoxu.
