The game's pretty good, combat is fast paced and fun, and the story is kind of intriguing (but mostly confusing).
Why the negative review then?
It's short. And easy.
This is not a traditional roguelike, there's no multiple endings, there's no evolving storyline that advances with each clear, there's no multiple characters to level. You can theoretically beat the entire story in two full runs (plus a few incomplete runs collecting things for the true ending).
All of the bosses were pretty easy, needing at most only a single "trial" run before getting their patterns down, but even then the only boss I ever died to was the first one. Single enemies are harder than bosses (Typhonops may actually end a run or two), but other than that there's not a lot of challenge.

I finished the entire story and unique content after 19 hours, and for a full priced triple A game that's pretty ♥♥♥♥. Sure, you can keep playing to 100% it, you can grind all of the weapon perk upgrades, but that's just checklists to fill.

Get this at pretty hefty sale unless you have way too much disposable income. Or just pirate it, lol.
And do not expect a roguelike/lite experience like Hades, Gunfire Reborn, Isaac, or any other indie roguelite. I'd say this is more of a "baby's first roguelite" more than anything.

Honestly a 5-6/10 short mess

Fun combat, enough variety in guns (but equipping only two powers is extremely limiting), enemy designs are interesting (except for the ♥♥♥♥♥♥♥ lab boy), no sections were overly grating

but ♥♥♥♥♥♥♥♥♥ this is a short game

I did all of the dungeons and explored basically the whole map, still beat the game in 23 hours. If you focus just on the literal 4 story locations, you can probably beat it in around 15 hours, where 5 of those will be just the intro and first facility before you can explore.
All of the dungeons were pretty much a joke. you get inside and immediately you find 1/3 chests, then you just have to do two puzzles for the other two and you're done. only a few had combat in them. But they're necessary if you want to mod your guns.
Speaking of guns, all of the attachments actually changed your gun visually which was pretty nice, "faster reload" wasnt just an animation speedup either, it was a whole new animation.

As for the story. Holy ♥♥♥♥ i slept so hard up until the end.

Basically. It's doing a Bioshock 1. Utopian society with science powers and all this futuristic tech and nothing absolutely will ever go wrong, what are "human rights violations" and "consequences of my actions"? You're constantly being manipulated by your boss and only the main character is dense enough to not notice that, only being able to speak the same catchphrase and yell expletives at his glove for no reason. And then you find out that surprise, you were ALSO being manipulated by your glove who pulls the rug on the final cutscene and your boss was ACTUALLY telling the truth about your glove being a ♥♥♥♥. It just..came out of nowhere? from what i could tell there were zero indications that your glove was actually going to betray you until it did a minute before the credits rolled.
Dialogue's pretty bad at times but i'll blame that on bad direction and not writing. They could've picked a better catch phrase for P-3 though, that ♥♥♥♥ got tiring fast.

Anyway, with all that said, this game:
  • Has fun combat
  • Has decent-ish character progression
  • Great music
  • Wants to be an immersive sim (immediately references 0451 in the opening cutscene), but barely has any freedom outside of "what guns do you want to use to shoot things", zero side objectives outside of dungeons to get gear.
  • Story is all over the place, people die and come back for no explained reason His head was literally turned into tomato juice HOW does a brain surgeon "fix" that , and is overall pretty short with 90% of the big story revelations happening minutes before the game ends
  • Really bad english dub with a voice that doesnt really fit the mc's face, and the worst catchphrase i've ever heard (at least the portuguese dub is well done)

Can't really recommend this unless it's at least 50% off.

This is this game. It has no end. I've owned it for less than 2 full days and I have 19 hours in it already. Don't get it if you value your time outside of it. Get it if you're insane, like factory games and space.

Do not buy this expansion in its current state.
Is the content good? Yeah, it's great to finally be able to walk around, fps combat is fun, there's enough mission variety and complexity in settlements, I love what it has to offer.

If only I could play it.
I have a Ryzen 5 2600, a GTX 1060 6GB, and 16GB of DDR4 Ram. Literally the same "Recommended specs" (except 4 extra gigs of ram). You'd think I'd be able to get more than 20 fps on foot, on the lowest possible settings. 15 when looking at fire. Performance in stations is more bearable, hanging at around 40, but holy crap settlements are unplayable. And i'm sure it's not just me, people with 20xx cards are also reporting unplayable performance, high end 30xx cards get around 60 fps. Playable, but NOT enough for a 30xx.
They delayed the console release to autumn (in the uk that's september-november), and it all makes sense now, there's no way in hell this would run on a PS4, they'd get pulled from the store like Cyberpunk did.
They basically released it in a Beta state. I only hope that they'll actually fix all of this by the end of november.

Avoid at all costs until Sept-Nov, unless you got a beast of a PC that can squeeze a playable framerate, and dont mind all of the bugs.

Local man literally too angry to die

It's ♥♥♥♥♥♥♥ doom, buy it

EDIT:
Actually beat the game now, on Ultra-Violence (imo the intended difficulty)
9/10, ♥♥♥♥♥♥♥ great, but i'm disappointed by what the marauder ended up being, and his inconsistent combat (what the ♥♥♥♥ does the game even consider "mid range"), and the unnecessary little cutscenes kinda break the flow of the game a bit.
The full fledged cutscenes are great though, so is the bigger focus on story. The lore is amazingly rich, so if you're a lore nerd you'll love this. The new combat mechanics like weak points and new equipment give you a ton of options when ripping and tearing, making combat involve a lot more strategy.

TL;DR: Buy it, seriously. Wait for a sale if you want to, but if you enjoyed 2016 in any way, or if you play a lot of shooters, play it.

oh and THE MADMEN MADE IT CANON ♥♥♥♥♥♥♥♥♥
