It's ♥♥♥♥. Bethesda refunded this game for me on the week it released on Bethesda.net, and didn't remove it from my Bethesda.net account. So I was still able to play. Look at me now, I still have it. I bought the Tri-Centennial Edition as well, so I basically won the ♥♥♥♥♥♥♥♥♥ lottery in terms of games that I could have refunded and retained if a glitch happened. You don't have to read a review to know this game will not be a Fallout game. Just watch the trailers for the DLC and for the game itself.
