Yes, you need to hex edit the game to force it to render its graphics on different/smaller resolution for performance differences.
I already covered a guide on how to do it:

The window is smaller but performance and GPU usage is the same.

Which are you referring to exactly?

That game uses fixed resolution (1080p by default) so no matter what resolution you set at in-game it wouldn't change/scale the rendering resolution unless you hex edit the game executable.

As for the display resolution , it's working as intended in my case. The game on windowed mode managed to adjust exactly as my applied in-game resolution settings. So no, it's not locked.

Is Death end re;Quest locked at 1080p for you even at 640x360 on windowed mode?
