I'm still trying to get to the point where everyone has at least one silenced weapon, but at least every *team* should have have one - even the security team may have cause to clear a target of opportunity.
Unless the Agent(s) are in a well-protected location, and you want to bait them out of hiding. *Locate* the agents first, then develop your action plan - Agents first, or guard clearance first in order to draw the Agent(s) into a killbox.
