From the main menu, go Extras>Promotional Unlocks>Enter Code. Type in the following code: x340f5is979e7k3q. The code will error out, but you will still receive the persona.

First try to enter the code in lowercase letter.

If still not working uncheck the Server-Driven Content located in Help & Options, Settings. Close the game and restart the computer. Then enter the game and check it.

if you tried the above and it does not work you may try turn off the steam cloud, reboot and then turn it on. If still doesn't work you may try to uninstall the game, restrart your computer and the game again. That force the computer the game to check the online updates. Make sure your game is saved in the Steamcloud!.

If none of the above given result you can try this steps to determine whether or not you're downloading the proper files for the promo unlock.

1st step - Local Files

• Right click on the app name in your Games Library
  
• Choose Properties
  
• Click on the Local Files tab to open the app folder
  
• From the app folder, open "\WADCACHE\GAMEDATA\D14\SERVER\CONTENT\P­ROMOS\"
  
• You should see a folder named "1" and a folder named "2". If you don't then you aren't downloading the files from the server.

2nd step - Verify integrity

• Close the game
  
• Right clicking the title in your Steam Library and click "Properties"
  
• "Local Files" tab
  
• "Verify integrity of game cache" to attempt to download the appropriate files.

3rd step - Check for regional file availability

• If you receive a "file not found" error, then you are unable to download the content from the internet
  
• If you download 0.SHA, then you are able to contact the server. Confirm that Server Driven Content is enabled and restart the client. If the content does not appear on restart, restart the client again.

You can hack the DATA_DECKS_D14.wad to obtain the cards. Is explained here LINK[www.slightlymagic.net]
Basically you trick the game to think that the 10 final cards are unlockable as the other 30. That maxed the limit to 40, but you will need play to get them. I woudid not need to input any code.
