AA beam jets are AA only, expensive, slow to build, slow to move, and tough to micro as a dense swarm (unlike amphib jets). As soon as you switch to building enough AA jets to counter your opponent, your opponent can either go ground efficiently, or switch to missile jets and do high-density missile shots (that switch to nearby targets once one is destroyed).
AA beam jets may buy time and prevent a loss, but it's not a winning counter. Besides, I'd put my money on a swarm of fast amphib jets doing more sustained damage overall against a defender's attempts to distribute AA jets effectively.
Minigun and AA mech is an expensive and slow mid-to-late game build, so if they've committed to that from the beginning and you scout it, you can probably just hard counter early game by swarming with cheap tanks.
Situationally:
Situation 1: Minigun/AA mechs are attacking -- Hold back with artillery, pick off unprotected minigun mechs with air (you can force them out of position by drawing their AA with a few air units, then punch more air units into another part of their army). Try to swarm them with fast units when they're weakened.
Situation 2: Minigun/AA mechs aren't attacking yet -- Build T3/artillery turrets to secure a "front" (and have scouts elsewhere to see if they try to go around). Mechs are slow, so you can attack their base once they've left. Or you can "crawl" forward and eventually overwhelm them. It will probably be a long game.
