Completed it after restarting once because NPCs on the phone have a 50/50 chance to see you while poisoning some Whiskey.
Pretty easy but interesting ET (nice dialogue, different ways to find your target, fast but risky way to isolate him) that I enjoyed, but I sadly couldn't kill him with the rake accident without cheesing the AI (hopefully I'll be able to do it in the future if they ever make another Whittleton Creek target)."
