can confirm, you can really simply walk past the shelves seemingly blocking access to the book in the resistance shelter

Just a heads up you can actually get the book in resistance shelter earlier. Once you can get to barons quarters you can actually go around the shelves and get the book

There are apparently skill books in the Annihilation Line DLC. Just found one outside the Northridge outpost.
