Download & Install GFWL
(optional step)

1- If you already have it installed, please uninstall GFWL and run a CCleaner + clean registry.

2- Restart your PC.

(optional step)

3- Download GFWL on this link only ! (do not install the one you can download on microsoft driver support webpage)

Game For Windows Live[community.pcgamingwiki.com] <= install this one ! It's the one microsoft try to install but is outdated and cannot connect to the internet.

4- After installing just click "close" don't launch GFWL then sign in (or create) a GFWL account with your Hotmail/Outlook address here:

USE MICROSOFT EDGE EXPLORER ==> https://account.live.com/proofs/AppPassword?mkt=en-us

YOU NEED TO BE SIGNED IN TO MICROSOFT/XBOX ON YOUR COMPUTER FOR GFWL TO BE ABLE TO CONNECT ! YOU CANNOT USE A LOCAL PC ACCOUNT !

I GET TIRED OF PEOPLE TELLING ME IT'S NOT WORKING AND REALIZING THEY'RE NOT SIGNED INTO THEIR WINDOWS WITH THE SAME MICROSOFT EMAIL THEY ATTEMPT TO LAUNCH THE GAME WITH ! ! !

I will not provide help for any issues regarding cracked version of Windows 10/11

BEFORE STARTING: do the step in the next section "Firewall Exception" (Win11 23H seems to not let GFWL start if it's not whitelisted)

5- Launch Operation Raccoon City and log in with your account

IF THE GAME WON'T LAUNCH DO THE EXTRA STEP OF THIS GUIDE FIRST

6- When you start the game it will ask you for the serial code that steam supply you with, enter it.

IT CAN TAKE UP TO 5 MINUTES FOR GFWL TO LOG YOU IN ! IT'S NOT STUCK ! just GFWL working at his own pace. . .

7- *depends on your version* It will ask you to Update GFWL, accept, close Operation Raccoon City and start the update process

8- Launch Operation Raccoon City and finally you should be all set to play !

9- ENJOY !

(optional step)

10- Run a CCleaner to delete the old GFWL Registry

11- Restart your PC.

(optional step)

Firewall Exception
For some user you might be unable to connect online until you've added Resident Evil Operation Raccoon City and Game for Windows Live to pass throught your firewall !

(WINDOWS 10) - Go to your Settings icon on the windows menu, in the search bar type "firewall" and select windows defender firewall. There manualy add 'GFWLive.exe', 'GFWLClient.exe' and "RaccoonCity.exe"

- You can find them here :

C:\Program Files (x86)\Microsoft Games for Windows - LIVE\Client

and

YOUR DISK PATH:\Program Files (x86)\Steam\steamapps\common\Resident Evil Operation Raccoon City

Extra Steps
After you installed GFWL go to this folder :

C:\Windows\SysWOW64

In the search box in the top right type 'xlive' then search, a few files are going to show up, select them all and right click them, then "copy" (DO NOT USE "CUT")

Go to :

C:\Windows\System32

Paste the files there, then restart your computer.

This should help in case you Windows version install the GFWL files as if it was a 64Bit program.
Common Issues
GAME CRASHING OR NOT LAUNCHING

- IF THE GAME CRASH TO DESKTOP:

Go to My documents \capcom\RERC and DELETE the "settings.dat" File !
(if you have made change to your computer this file makes the game crash, don't worry it does not affect your save file !)

- (ONLY IF YOU ARE EXPERIENCING LOW FPS) Go to the install folder:

(C:\SteamLibrary\steamapps\common\Resident Evil Operation Raccoon City)

  • Right click on "RaccoonCity.exe" and select "properties"
  • Click the "Compatibility" tab and check the "Compatibility Mode" box and select "Windows 7"
Enjoy the Game
Play with friends as it is a much better co-op game than a solo one !

got it to work but gotta hop through some hoops
1. download re orc normally
2. go to game properties and change automatic update to "only when i launch"
3. browse local game files and in the main folder delete xlive.dll and xlive.pdb
4. open web browser and paste "steam://nav/console" (this will open console on steam)
5. in command line paste "download_depot 209100 209101 158892895095719292"
(this will download working gfwl version and should be located in steamapps\content\app_209100\depot_209101)
6.open depot_209101 folder and copy or move all files over the normal install folder of re orc (hit yes to replace all if asked).
7. put steam into offline mode, start game and enjoy :)

ah i see now, steam just patched this game may28th~29th and it completely unhooks gfwl so people can launch game without it. unfortunately that means you cannot play online anymore.

@DethMerchant2001 Did you downloaded the right version of GFWL or the one that came with the game ?
DethMerchant2001 18 Apr @ 12:59am
Hey, I've followed the guide. Firewall, ports, the sys32 stuff and im still not able to get logged into my Xbox account (of which im also logged into on my win 11 pc). I keep getting an error code 0x80151906 and I cant sign in from there. I can use an offline account to play but not my main Xbox account
