You went after the VAN and it parked in a small cul-de-sac with plenty of security.

You proceed to kill everyone.

Quest does not proceed.

Follow the steps below to try to progress further.

1) After you kill everything in the 'base' go outside past the barrier erected (!) from the ground.


2) Turn right and you should see a parked car with a Goon standing next to it. Kill him.




3) If quest does not progress, go to that Goon's car and turn right on the crossroad.


4) Keep walking until you get to a bus stop, an enemy should attack you by dropping from the sky (he hit the road and died, in my case)


5) The quest should complete the step and ask you to connect to the VAN


6) Go back to the VAN and connect to its side.

7) All done, congrats!

The alternative option is valid only if you saved BEFORE you started the fight.

1) Simply follow the VAN and as it turns into the cul-de-sac, do not follow it.

2) Retrace your steps (go back a bit) and there is a ladder to go on top of the building.

3) Hop on, until you get to the roof.

4) Go above the VAN and jump down unnoticed (you might have to kill SILENTLY the bob standing next to VAN)

5) Connect to the VAN from the side.

6) Congrats! Quest step should complete and you can kill everyone without any problem.
