UPDATE NOTICE
The guide was originally written for v0.10. Now that the game has made it to 1.0, it's in need of updating - and I will, pretty soon. I'm playing the game RN.
Why a Vindicator?
I looooooooove space games. So much. Started with the first X-Wing, then went through Wing Commander: Armada, Star Crusader, Privateer 2, X-Wing vs TIE Fighter and its sequel X-Wing Alliance, Starlancer, Freelancer, and some titles in the X series (X3: Terran Conflict and Albion Prelude, X4: Foundations).

It was in the X Universe where I first learned about drone carriers. I never actually went on to play one or build one there, despite reading in a lot of places that you could break the games in absurd ways doing that.

Vindicators are the Everspace 2 take on that concept. At first glance, your drones don’t seem like much — a pew-pew strapped to an engine and some stubby winglets. The first zombie or skeleton a novice necromancer raises doesn’t scare anyone either, but don’t let that deceive you. Focusing on the right stats and choosing the right gear can turn your tiny thralls/wingmen into terrifying killers that go through enemies like ghouls through corpses.
The basics
Neither a necromancer nor an air wing commander get their hands dirty, they got minions (pilots!) to do that. Your job, in this one case, is not even to direct them, but to support them instead.
  • Keep an eye out on the health of your drones. Depending on how sturdy they get or the enemies you’re fighting, you’ll want to restore them whenever it drops to 50-60% of their total health. You do things right, you’ll always have wrecks you can salvage to keep your thralls in the fight.
  • What little shooting you do yourself should focus on particular targets. Your drones are nimble and adept enough at dodging gunfire and missiles, but mines and other hazards are another matter. Thus, anything that can saturate an area with explosive ordnance is a primary target.
  • Your ULT cranks your drones up to eleven — and is toggleable. Target that destroyer, debuff, unleash, kill, turn off. That will allow you to quickly recharge your ULT and unleash it again on the next big target that presents itself.
Passives

This is the absolute best here, bar none. Accept no substitutes. The more bodies you can throw at the enemy, the better.

Who needs mines with this? Not to mention it synergizes with the Exploitation perk.

Any other traits are up to you and your play style. I was tempted to add to the list the drone regeneration passive, but that kind of defeats the point of the second pick - and, honestly, there's just so many ways to keep your zomb--err, drones in tip-top shape.
Attributes
Some other classes (say, the bomber, which I love) just have to put as many points as legally possible on firepower and that’s about it. Vindicators don’t do that.
  • Expertise is your primary stat. The higher it is, the sturdier and deadlier your thralls. You can also interact with wrecks and husks from farther away -- won't keep you away from the thick of the fighting, but you won't be exhausting your thrusters as often, and that will give you a needed edge.
  • Utility is, surprisingly, er, useful here. More often than not you'll find yourself wading into the furball, so being able to spam your devices is not just a nice bonus, it's downright necessary. The increase in ULT damage will not hurt either!
  • Precision is useful but not critical. As your guns won’t be inflicting much damage, they’re better used as debuff tools. Small stuff usually dies too fast for this — but that tune will change when you’re up against a big bad destroyer.
    • Missiles can roll with a perk that gives you a 20% chance to flip one for free at an enemy on a crit — so equip guns with high ROF.
Perks
  • Level 5 - Defensive Massacre: with your drones/thralls slaughtering things left and right, your shields should only very rarely short out. Works even better if your equipped shield generator has a high recharge speed.
  • Level 10 - Downtime Warrior: since I don't like losing my shields ever in the first place, Percussive Maintenance doesn't really synergize well with my other perks. Plus, Play It Safe is too short lasting to build a defense around it. And since I'm using guns mostly to inflict debuffs, I'd better have enough juice for a lot of shooting.
  • Level 15 - Relentless: You aren't going to be doing much shooting yourself - that's what your thralls are for, and their weapons don't inflict critical hits. Again, this one mostly boils down to personal preference, and I like my guns to have lots of ammo.
  • Level 20 - Critical Faculty: If you get a high Precision then this is going to be useful to get your ULT back quickly - and we have already ascertained that Precision is one of the important stats for a Vindicator.
  • Level 25 - Exploitation: This one depends on guns that inflict mobility debuffs, and on said debuffs to proc. But if your secondary is a destabilizer missile and it can proc for a free shot, then it's a free resistance debuff slapped on something. Maybe a tad convoluted, but the alternatives really aren't worth considering.
Weapons

Your primaries should inflict debuffs and have a high rate of fire. Good range and a large energy pool are also desirable.
Choose your catalysts accordingly. If you want your secondary freebie missile to proc, gotta need to land a lot of crits, and that means high precision — and high ROF.

Your secondaries aren’t meant to deal damage, but to snare or weaken.
Destabilizer missiles are your ultimate debuff tool. Get one that procs for a free round on a primary crit.
Devices
These things most closely resemble spells in the traditional MMORPG sense, with cooldowns and all. And, in keeping with the necromancer theme, the spells on their spellbook usually are about animating and bolstering minions, cursing and weakening enemies, and making a quick getaway. That inspires these choices.

Corrosion Injector is your fly swatter, and as such, it works wonders, especially if you pick the Mercy Kill upgrade. Perfect for those annoying enemy drones.
  • For optimum results, map the Lock Nearest Target command to any key (T works well on a keyboard) or button. The moment whatever you’ve slapped with acid dies, tap this key and cast it again.

EMP Generator is both a panic button and an offensive aid to make it easier for your thralls to nail their targets.
  • The Hard Reset spec is just hilarious — you can get to spam EMP again and again.
  • Synergizes with the Exploitation perk, which in turn makes it easier for free missiles to proc.
Nano Transmitter is your last resort card for those times when the enemy overwhelms your drones: it helps you keep them in the fray if you have taken the Distribution upgrade.

Teleporter is a panic button and a tactical repositioning tool rolled into one. Want to get closer to that annoying sniper drone, or within range of that destroyer so your drones can sting it to death — pop away.

When are you going to update this guide?

oh i forgot max drones by 1, drones are invulnerable during phalanx, drones are immune to all debuff conditions, and of course when a drone is destroyed it has a 20% chance to just come back.

ive been tinkering with what you have suggested. i would like to make some improvements. as i have tested this and it works bob for cargo(commander stats), ragnorak hull plat (commander stats) tailwind, stratocumuculas, multicell, wirldwind emp missle, for the stormchaser stats, rapid shreeder as a secondary weapon for commander stats plus its a gause and the prime weapon.....Rime, the ice pulse cannon. they spend so much of there time disabled you can just sit there and watch them spinning with 4 commander stats any drone stupid enough to stick to your hull for 5s gets converted to fight for you.

devices are,emp gen, missile defence system to keep those pesky missile spammers off you, nano to protect the drones. and my personal faverite front shield gen with the avenger perk. to many? pull back put up the shield and face them firing the rime. they hurt themselves and you might freeze them.

perks. the sam as yours.

Tip, this works with ANY build where u wanna use visons of decay + corrosion/mercy: Hotkey the SAME key to 'use device 1' (Slot anni there) and 'lock nearest target' - then u do not need to worry about holding it to use (For controller) or worrying about 2 keys. Remember this thing, coupled with mercy and visons, (since it hits 3 targets and if ANY of the 3 die it resets cooldown) will be off cooldown ALWAYS, ie u will find your spending a LOT of your energy mashing the 'lock nearest' and 'device 1' - this way u don't have to, can just keep mashing the same key.

Side note, I think, even with purely defensive ships, visons of decay is hands down the most op top end bis legendary or item in the game. It synergies real well with reactive armor (never, NOT have invincibility up basically) as long as your in range of any targets, and with the missile defense system + omni, nothing will last very long(IE u will be constantly re-applying corrosion non stop)

something worth looking at and can be pretty nutty: Genesis barrier with restore protocol catalyst and the passive that 'instantly starts recharging when depleted 20s CD'. Genesis' own passive is shield fully restores instantly after shutdown delay. So uninterruptible recharge over 70% capacity and every 20s you get a full restore if it breaks. It's own shutdown duration is 10s

@krasus Ship passives are locked upon ship purchase, so you have to sell and repurchase to change the passives. You can "reroll" passives for a ship for sale at the ship dealer by pressing the menu action 3 button (X on PC, Y on Xbox).

how does this build handle in high lunacy rifts?

* Legendaries: I either have found myself or know about a few interesting options so far. And with a tier 4 ship you can pick 2 of them.
1) Visions of Decay sensor which boosts damage of Corrosion Injector device AND makes it spread to 3 additional enemies. Together with Mercy Kill mode the device becomes almost as good damage source as your drones.
2) To keep the theme of the summoner BOB cargo unit could be used. It gives permanent additional drone for you. Though it is separate drone and I'm not sure about its stats.
3) Energy core Thundercore is another interesting legendary if you play with the EMP. It makes every EMPed enemy to damage to other enemies in 300m radius around them. Might be worth considering.
4) I believe there is alternative cargo legendary which gives you chance to automatically reanimate any fallen enemy to fight on your side for some amount of time. Still haven't found it yet, but might be even better on average than 'BOB'.

Great guide!
Here are some modifications to the build I figured out that worked for me:

* Weapons: I really love Thermo Gun because of decent fire rate and thus frequent crits even in maneuvering dogfight. As the second gun I'm switching between Flak for general long-range fight and Gauss Cannon for everything else. Also Scatter Gun seems like a decent choice because crit is calculated for each pellet separately and your missiles will 'proc' almost with every volley.

* Devices: replaced EMP Generator with Annihilator Virus because of frequent "no EMP" modificator in high risk areas and rifts. R-Naught or Comorbidity modes on it seems equally good.

* Perks:
Level 25 - If you play without EMP Retaliation is a better choice
Level 30 - Here we have a choice: Overkill is the obvious choice because we use our ult a lot. Ride The Lightning however is like Retaliation but with additional stun.
