These are the settings I'm currently using. I based the graphical settings off of the feedback from the Optimized settings video below.

I am running TLOU on a Ryzen 5600g, RX 6600XT, with 16g of 2666mhz ram, and an ssd on a 1080p monitor.

I am favoring visuals over a 60fps lock, as such it can occasionally (mostly briefly) dip as low as the mid 40's in some sequences/environments, but for the most part it stays in the 55-60fps range (capped at 60).

One thing i have been experimenting with is FSR, i find the 2.2 implementation to be far superior to previous versions. However, i'm still not a fan of how it looks at 1080p. I did however like the sharpness that was added from FSR (toned down a bit from the default 35%) as this game seems rather soft to my eyes. After some experimentation, i have settled with using a custom resolution of 2240x1260 and utilizing FSR Quality. This renders at 1496x848 and runs on my setup near identical to 1080p native, but (at least to my eyes) looks superior to plain 1080p (again the softness of the image) or 1080p with FSR. Upscaling from 720p to 1080p seems to have more artifacting, especially around hair and foliage (again, my perspective). Give it a shot.

Back when I first tinkered with the game, I got about 30-50 fps stable on 4gb of VRAM with a lot on high. I think I had to replace the Oodle dll.
