About this tool :

Normally, If you freeze the ragdoll and you shoot it, bump it or blast the ragdoll, it will not do anything to the ragdoll, it's just frozen right there and it will not fall down. Now if you use this tool and left click the ragdoll and if you hit, contact or anything to the ragdoll, It will unfreeze.

Have a problem :

If it crashes, doesn't work or shows errors, it may be one of your addons. Checking the console might help.

Motion Blur is what I used in the video, it's called RSMB, it's not a Post-Process or anything but it's an effect in Sony Vegas.
