Information added as requested. You were almost completely right, see the formula in Intro. So you will always have an easier time "impressing" the enemy into bailing in a "weaker" ship.
I believe this was included to prevent littering the universe with smaller ships once the player gets a Destroyer or even Carrier/Asgard.

At some point i read that your ships size and amount of shield has an effect on the opposing pilot bailing.
