All characters will exist in an area together, so if you can't find one, just check your map for speech bubbles. There are guides showing exactly where to find the characters, but nobody actually wrote down what you needed to say, so I felt this would be helpful to some.

For the fist set, all characters can be found in the Palathon. The latest you can speak to them is at the start of Collateral, though every option gets unlocked a mission or two before.

For the second set of conversations, the characters can be found in Glaivegate. You only have 2 dialogue options per character this time, the second of which will be unlocked in the epilogue after completing the game.
