DISCLAIMER (Read before proceeding)
This guide is intended for versions of Cry of Fear running on Steam Deck/SteamOS/Linux.

This method is not guaranteed to work for you.

This method simply worked for me.

If it doesn't work for you, I unfortunately have no further advice sry.

I've linked the source of the information at the end of this guide.
1) Open Game Properties
Library -> Cry of Fear (Left Click) -> Properties
2) Set Launch Options
Properties -> General -> Launch Options

Set the following as your launch options:
WINEDLLOVERRIDES="opengl32.dll=n,b" %command% +gl_twopassdyn 1

*Once done, feel free to skip steps 3 and 4, as they may not be required.

3) OPTIONAL: Set Proton Compatibility Tool
This step is not required but might be worth consideration.
The flashlight issue might be resolved without having to perform this step, but I've included it for the sake of being thorough.

Properties -> General -> Compatibility

Check the box "Force the use of a specific Steam Play compatibility tool".

Select a Proton version to use. (I personally went with Proton Experimental)
If you don't have the same selection of Proton versions,
it's probably fine as you might not need them, i honestly forgot how I got all of these.

4) OPTIONAL: Additional Launch Options
These are just commands that worked for other people. My game personally works without these.
I consider them as a last-resort approach.

Add these to the launch options: +gl_dynlight 1 +mp_flashlight 1 +gl_renderer 1
DONE! (How to test)
A quick test to determine if the flashlight is fixed is by opening the 3D title screen if it isn't open already:

If it worked, you'll notice that the train lights illuminate the bridge as it passes by.

Thank you!, and thanks for including the launch options screenshot. I swear I tried that before when I read it somewhere else but I must have typed something wrong somewhere before. Game works fine now. One of my favorite horror games from when I was younger and didn't have much money to spend on games. Cry of Fear was what really got me into psychological horror. Didn't play any Silent Hill games until later.

I also saw this GitHub repo getting recommended on ProtonDB, it has patched dlls and exes made specifically for better compatibility with Linux, should in theory fix most of the Linux related issues:
