This guide includes all unlockable permits, the systems they unlock, and how to obtain them.
I hope this guide will be useful for those of you, who are seeking to collect all permits the game offers as of now.

I do intend to update this list, if there are new permits or if I am missing any.

All Unlockable Permits in Elite Dangerous
In Elite Dangerous, permits grant access to restricted star systems, controlled by factions for strategic or hazardous reasons. Below is a dislclaimer related to permits:

  • Permits are stored in your ship's navigation computer (check Status tab, Permits section).
  • Fleet Carriers cannot enter permit-locked systems, even with permits.
  • "Unknown Permit" systems (e.g., Col 70 Sector, Polaris, Witch's Reach) are excluded as they’re currently unobtainable.
  • The list should contain all permits obtainable as of May 28, 2025.
Federation System Permits
Some permits require ranking up with the Federation.
Earn reputation until a Naval Ascension mission appears on ship mission boards (not concourses (on-foot)) to grant the rank and permit.

  • Sol
    • Rank: Petty Officer
    • How to Unlock: Complete Federation missions (e.g., data delivery, cargo, rescues) in systems like Ceos/Sothis. Accept Naval Ascension mission for rank and permit.
    • Benefits: Humanity’s home, lore-rich tourist beacons, Engineer Colonel Bris Dekker, 20% Eagle discount at Daedalus.

  • Beta Hydri
    • Rank: Chief Petty Officer
    • How to Unlock: Continue Federation missions, complete Naval Ascension mission.
    • Benefits: No unique features.

  • Vega
    • Rank: Chief Petty Officer
    • How to Unlock: Same as Beta Hydri, granted with rank.
    • Benefits: Engineer Marco Qwent (Power Plants/Distributors).

  • Exbeur
    • Rank: Lieutenant
    • How to Unlock: Progress to Lieutenant, complete Naval Ascension mission.
    • Benefits: No unique features.

  • Ross 128
    • Rank: Ensign
    • How to Unlock: Reach Ensign, complete Naval Ascension mission.
    • Benefits: Warren Prison Mine (unique prison station).

  • PLX 695
    • Rank: Warrant Officer
    • How to Unlock: Reach Warrant Officer, complete Naval Ascension mission.
    • Benefits: No unique features.
Empire System Permits
Some permits require ranking up with the Empire.
Earn reputation until a Naval Ascension mission appears on ship mission boards (not concourses (on-foot)) to grant the rank and permit.

  • Achenar
    • Rank: Squire
    • How to Unlock: Complete Empire missions (e.g., Ngalinn/Mainani), accept Naval Ascension mission.
    • Benefits: Empire capital, Engineer Tiana Fortune.

  • Summerland
    • Rank: Lord
    • How to Unlock: Progress to Lord, complete Naval Ascension mission.
    • Benefits: No unique features.

  • Facece
    • Rank: Earl
    • How to Unlock: Reach Earl, complete Naval Ascension mission.
    • Benefits: Historical Imperial military system.
Independent and Alliance System Permits
These permits are unlocked by becoming allied with specific minor factions via missions, exploration data (5-7M credits), trade, or bounties. Once allied, a permit mission appears in systems within 20 ly of the permit-locked system.

  • Alioth
    • Faction: Alioth Independents
    • How to Unlock: Ally with Alioth Independents (check Inara.cz for faction systems), complete permit mission.
    • Benefits: 20% discount on Orca/Asp Explorer at Irkutsk, Engineer Bill Turner.

  • Sirius
    • Faction: Sirius Corporation
    • How to Unlock: Ally in Avik system, complete permit mission.
    • Benefits: Engineer Marco Qwent, unlocks Palin/Jameson, neutron stars, Earth-like worlds.

  • Crom
    • Faction: Crom Silver Boys
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.

  • Hodack
    • Faction: Hodack Prison Colony
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.

  • Isinor
    • Faction: Chapter of Isinor
    • How to Unlock: Ally, complete permit mission.
    • Benefits: Source of Abnormal Compact Emission Data.

  • Jotun
    • Faction: Dukes of Jotun
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.

  • Nastrond
    • Faction: Defence Party of Nastrond
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.

  • Mbooni
    • Faction: Mbooni Natural Limited

  • LTT 198
    • Faction: LTT 198 Order

    • Benefits: No unique features.

  • Peregrina
    • Faction: Peregrina Aristocrats

    • Benefits: No unique features.

  • Tiliala
    • Faction: Tiliala’s Principle

    • Benefits: No unique features.

  • Vanayequi
    • Faction: Vanayequi Independents
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.

  • Jaroua
    • Faction: Jaroua Incorporated
    • How to Unlock: Ally, complete permit mission.
    • Benefits: No unique features.
Special Permits
Unique requirements outside standard faction/superpower ranking.

  • Shinrarta Dezhra
    • Requirement: Elite rank in Combat, Trade, Exploration, or CQC, or Founder status.
    • How to Unlock: Reach Elite (e.g., 1.05B credits Trade, 124M credits Exploration). Permit auto-granted. Founders get it automatically.
    • Benefits: Jameson Memorial (all ships/modules, 10% discount), Engineer Lori Jameson.

  • Starter Systems (Matet, Dromi, HIP 97950)
    • Requirement: Auto-granted for new players in starter area.
    • How to Unlock: None; revoked permanently after leaving starter area and ranking up.
    • Benefits: Safe zones for new players, no veteran access.

  • Community Goal/Time-Limited Permits
    • Rare permits from Community Goals or events, not always available.
      • HIP 22460: Temporary permit via Thargoid-related Community Goals (e.g., Overlook). Currently inaccessible.
      • Other: Occasional narrative-driven permits, none active as of May 2025.
