At the end you are given the choice to load a game before the battle, you can then load it and explore without going into battle, giving you free roam over the map to do other quests.

Spoilers: Oh, I only did the ending once, and I went with the NCR, but I'm not sure what happened to the screen once I beat it because when I beat it, it gave me 2 choices. Either to save a slot right before the battle of the dam, or just leave. Is it the same way with that? Or do you get to play the game when NV in independent?
