Watch the video or follow these steps:

First go to your Controls configurations tab
Menu -> Options -> Controls
in the "Look" tab set
Mouse Acceleration to 0
and Mouse Filtering to 0

then go back to the Options tab and select "Graphics" then "Advanced" then set "Max Frames per Second" to 120
and thats it, if it is still lagging for you, then try setting the Max Frames per second to 90 or 60.

Also disabling V-Sync seems to work for some people (Thanks M-Vortex)

If you still have input lag after all this, try turning down the Resolution Scale, will look bad, but will most likely run better (Thanks ||Deadly Dude)

COD on PC is dead, doesn't run well, hit detection is horrible.... imput lag from here till sunday....if purchased already request refund, this game is not worth the money.... it's AW and BO2 combined but worst optimization for pc....

just play at max fps 60. the mouse movement feels revoltingly bad when the fps fluxuates a lot

Under video options, theres a slider for 3d screen resolution. Make sure this slider is set to 1. Not 2, not .5. Well, .5 might help but you might as well just lower your display resolution if you're going to drop this slider. If you have it set to 2, you will experience input lag.
