Report a translation problem
The first line of the file with letters and numbers is nothing more than a checksum calculated using an algorithm only known to the developers. Whenever there is a change in the file, the checksum must also be recalculated. If you somehow calculate how the developers derive this amount, then you can easily and naturally get all the achievements by simply editing the file.
Stupidly - from the devs side - that counter is missing from the Reincarnation save - so the reason the achievement is broken there is simply because the game doesn't count the stat in the save data. Pure, simple and dumb.
