Names
I mindread the guy trapped up the tower when you first come upon Broken Valley (the one who needs a grapple). You can get a skill point from him too. But as it's early on your mindread will be very low and it's VERY pricy (I think about 1000exp!).

Mysus at the Black Market under Lanilor Lane can also increase your lockpick skill cap & level by one point if mindread. (6th and 7th lvls aren't available till FoV)
