+Added Setting module containing all ttt cvars "restrict with xgui_gmsettings"
Moved roundrestart command to admin commands
-Removed ttt Utility catogory as they are found now in the new module
-Removed the proptime commad from fun as it to is found in the setting module.
-Added ttt.png, required for new settings module
-Added an autorun file that sends the png to clients
