Added Replicated flags to Multiplier ConVars so TargetID displays correctly

Fixed damage scaling applying to all players

-General code cleanup
-added variable punishment countdown to alert message
-improved compatibility with Spy and Bodyguard
--- Spy is now targeted after all other innocents and/or detectives are dead
