Maybe because rigging the face takes a whole lot of time after doing all the modelling and body rigging and as these models are likely to be intended mostly for roleplay so having facial expressions isn't the highest priority if thats what you mean. I mean you're free to ask if you can edit the models to update them to have facial rigging but yeah.

why do these things never have facial expressions...

Head is sunken in and there is a texture problem with the chest armour, Has a clear line from where its been clipped.
