There are multiple ways to match up the number part of the flower-tile puzzle, but just having the numbers in the correct place does not solve it. Is there a color order or shape overlay or something to this puzzle that I am missing? I looked at Lilly's guide, which has a very specific order of tiles. For whatever reason, SteamVR starts up by default in this game if you have a VR headset. Add -nohmd argument to the launch options to stop that.
