The head - Izana is the highest authority and support of the Celestial Empire.

The Four Heavenly Kings are the four strongest fighters in the Heavens. It's unclear if they serve the same function as Toswa's squad captains, but it's implied as the Four Kings all appear with their respective squads, and one of them (Ran Haitani) even has his second commander (his brother, Rindou Haitani) .

Leaders - In theory, any member of the upper echelon is considered a leader. However, there is one person in the Celestial who is called exclusively as a leader - this is Yasuhiro Muto.

Chief of the General Staff - This position is held by Tetta Kisaki, who joined the Celestials shortly after being kicked out of Toswa. It is unclear what the function of this position is and where it is in the hierarchy of the Celestials, but it clearly includes a lot of power, and allows Kisaki to give orders to any member of the Celestials other than the leaders. It is heavily implied that this position was created specifically for Kisaki after he became an ally of Izana Kurokawa.
