Dearest Clanleaders! We are all sharing the same love, above our differences. This feeling comes from one of the best games we have ever played. PVK II in which we formed up our clans is not only about simple gaming.
For us, the Clanleaders it will always be an obligation. Obligation to make community better in its behaviour, more active and well organised in its actions.
This group is meant to change the face of PVK II once and permanently into a game, where clans will keep all that is good in community and oppose all what is against the rules.

1. Goals

1.CoC goals are:

-To create community-wide events and clan-wide events in PVK II ;

-To encourage good standards of behaviour among the community and clans;

-To fight against use of cheats, exploits and behaviour that makes the game look unfriendly and unpleasant to other players;

-To support the development of PVK II by reporting all issues and providing the resources CoC has to the Developers if needed;

-To officially set relations between clans in the game.

2.Organisation

The Council of Clans (CoC) is an international organisation, functioning within boundaries of game Pirates Vikings and Knights II.

1. The group is non-public. We don`t speak about any matters of Council outside the Council.

2.Group makes decisions with votes of its members. The normal majority to make decision is the higher number of votes, the official majority used in special situations is the all member votes sharing the same option.

3.Members of the group are Clan Leaders. Each clan can be represented by maximum number of two leaders. One clan has got one vote in every case, no matter if it is represented by one or two clan leaders.
3.1 The only situations when clan has no right to vote and decide about its own fate are Sanctions; Infamia Procedure in particular. Clan has always the full right to defend itself against any accusations.
3.2 An exception is made for moderators/admins.

4.Every spotted clan leader is asked to join the group, the only condition is that the clan has more than 3 members, excluding leader himself.

5.By joining the Council clan makes its agreement to gain all the Council Member privileges and to obey the Council law.

3.Privileges and Sanctions

1.Clans that are members of Council will gain support from all others that belong to organisation in realization of CoC goals.

2.Council will provide its judgement and trial-by-arms fighting ground if any memberclan wishes to use it.

3. CoC decisions by its prestige and high standards of judgement are official yet they can be questioned by any member, even under sanctions.

4.Sanctions require all memberclans voting, excluding the member that is about to be sanctioned or is already sanctioned in the very moment of voting. The votes need to be all on "yes" to apply the sanctions.

5.Sanctions are (lowest to highest)

-Public Condemnation: all members are expressing their dissapointment about a person or a clan acting in particular way.

-No right to vote temporarily: all members are voting to temporarily debar memberclan from voting (check point 2 art 3.1 of main manifest and point 3 of this rules- right to defense and appeal is permament)

The Infamia:

Infamia level1 - minor but constant misbehaviour.

-In-game all-memberclans attack on person who is making PVK II looking bad or unpleasant by his/its constant behaviour (see goals of CoC); the same sanction applies to the clans that are making this.

Infamia level2- major misbehaviour.

-Expulsion from the Council of Clans temporarily with a possibility to return after undoubtedly changing behaviour that was reason for Expulsion.

-Expulsion from the Council of Clans permanently. Constant state of war between memberclans and the person/clan infamed in this way.
