NOPE Valve allows mods because only you can see them, other users cant, so it wont affect their gameplay. This is kind of a demo of the items that you are interested in and would want to use in a pub game.

Hey guys, ive been getting a lot of messages lately about the mods not working out only to find out that you guys used the wrong file/folder for the mods. The "Steam" folder is the folder that consist of ALL THE STEAM FILES
People have been selecting smaller files inside the steam files only to find out that the files that they are using are a part of the Steam file but not the Steam file itself.
