Light Borders + Swapped Colors

Description
Makes borders more transparent and thin, swaps colors.
Achievement-compatibe.

The mod also:
- removes star pins
- slightly raises borders
- doesn't highlght borders under nebulas

Doesn't work on 3.12, heres an updated version until the original author updates this mod

Borders don't render for me either, thanks though great border mod otherwise.

Swaps which of your two flag colors is used for the edges and which for the filling.
