Description
HCM - Logistics & Economy is a small Control rework which rewards or punishes factions more for (un)successfully maintaining Control in their provinces by adding various logistics and economy modifiers, thus making it a resource which has more impact in campaigns.

Drawbacks to negative Control levels include increased construction cost, time and recruitment cost, decreased growth, casualty replenishment and building income in a province. Rewards for positive Control levels include increased growth, building income and campaign movement for armies starting in the province, and decreased upkeep and recruitment cost for these armies. Control auto-balancing is slightly modified as well.

This mod impacts all Warhammer III races, including Kislev, whose Devotion is just renamed Control with added Invocation effects. Race-specific Control effects remain unchanged - e.g. Kislevite climate penalty annulment and Invocation threshold, Dark Elven Slaves and Chaos Dwarfen Labour modifiers.

Here is a rundown of the effects introduced or modified by this mod, which are the same across all races, from Weak to Absolute, only affecting the given province (none of them are global effects):
- Growth; -50, -30, -10, 0, +10, +30, +50;
- Building income; -30%, -20%, -10%, 0, +5%, +10%, +15%;
- Recruitment cost; +30%, +20%, +10%, 0, -5%, -10%, -15%;
- Control; +8, +4, +2, 0, -4, -8, -12
- Construction cost; +50%, +30%, +10%, 0, 0, 0, 0;
- Construction time; +30%, +20%, +10%, 0, 0, 0, 0;
- Casualty replenishment rate; -25%, -15%, -5%, 0, 0, 0, 0;
- Army upkeep; 0, 0, 0, 0, -5%, -15%, -25%;
- Campaign movement range; 0, 0, 0, 0, +5%, 15%, +25%.

All of these changes are visible in the mod images (screenshots) as well.

If you'd like to use this mod independently, it is fully operational and works well on its own. I recommend using it alongside my other mods, as they are all being developed in conjunction.

HCM - Logistics & Economy is fully compatible with Mixu's Unlocker and Immortal Empires Expanded, and should be compatible with the Old World mod as well. It affects both the vanilla Immortal Empires and Realms of Chaos campaigns. This mod is save game compatible.

This mod was inspired by Volcano's Better Control Mod, which additionally deals with corruption and difficulty Control modifiers, so feel free to check it out. His mod helped me create a Control mod of my own, and I adopted some of the effects used by his mod in my mod as well. Thank you Volcano.

I've talked with Eternal about the control level effect bonuses introduced by this mod and the difficulty of attaining them. If someone else has any feedback, feel free to contact me, or join our discussion on Discord.

@EternaL Hello there, I didn't have the chance to work or play with MCT, so I have no experience with it so far.

Which difficulty did you play on using this mod? This bonus affects the armies that start in a province with high control, and it helps you traverse your empire faster, but you actually need to attain the level of control to gain these bonuses. Based on the difficulty you're playing on, it will be harder to maintain it.

I don't want the campaign movement range bonus to feel unbalanced, but I want it to remain a feature, as to me personally it's annoying having to move armies over your vast empire, without the ability to upgrade the roads in your regions, which was a basic feature in older Total War games.

I could reduce the bonus maybe, but I'd need more elaborate feedback, so I'd appreciate if you could message me on Discord or Steam.

A very much needed rework for the base game - But you could you upload a version without Campaign movement range or make this value adjustable with MCT?
I think movement range is such an important aspect of the gameplay that it shouldnt be unbalanced.
