* Redesigns startup menu to make it easier to enable desired settings at game start without needing to go into Main Settings found in Edict Tab
* New Colonial Policies from Iron Curtain to Colonial Restrcitions gives you tools to deal with Rogue Colonies
* Hopefully fixed neutrals spwaning by limiting civics on create_country
* Tweaked events and such
* Localisation fixes

* Fixed multiple Rogue Colony World modifier bugs (one world had 100s of them lol)
* Machine Empires no longer get Rogue Colony buff (dont need it, they're robots)
* Added tracking variable seen on main menu for Destroyed Empires (Normal, Rogues, Hegira & Frontier).
* Cleaned up code
* Misc localisation fixes
