We can build big bridges over waterways.
You're talking about small bridges like those found on country roads.
In that case, use "Build with Collision."
Simple explanation: Normally, if you want to build roads (or waterways) in three dimensions, a certain level of difference in height is necessary. If you have this, you can ignore that and build.
