Improve startup performance: put up the options on the map before setting up the virtual arsenals. If player has thousands of weapons, setting up the arsenal takes a while and the lack of the 'start' option on the map was confusing. I also figured out a way to load up the ace arsenal 4 times faster.

* Add option to not players change face/voice when player faction changes (default is to update the player to appear as the given faction)
* Fix issue where arsenal wasn't updating when in faction mode and faction was changed.

- Keep player loadout after the round ends if player faction didn't change.
- Keep player loadout after choosing factions if player faction didn't change.
- Fixes for ace arsenal (showing muliple of same item, not showing some items)
- Improve performance a bit when lots of mods are in use.

* Added ACE Arsenal. If running ACE, it will use the ACE arsenal and have an option to switch back to the base Arma Arsenal.
* In random weapon mode: have pistol randomly have suppressor and/or optic.
* In continuous mode, make players invulnerable while moving back to base, also put them on the floor instead of under it (zargabad).
* Fix for factions whose units are split across multiple DLCs.

* Escalation mode with 'choose AO location' only allowed choosing AO on first round.
* In random weapon mode, pistol could have no ammo if no room left in gear. Pistol will now have a magazine loaded and more in gear if there is room.
* In random weapon mode, race condition could cause player to not have a pistol - fixed, player should have rifle & pistol if available in arsenal.
* Match players voice/face to faction selected
* Fix crash if enemy faction only has one unit type
